Decker Williams
Owner
Decker Williams is a respected leader in emergency medical services, with a distinguished 41-year career with the Phoenix Fire Department.
He graduated from the College of Engineering at Arizona State University before earning a Master’s Degree in Educational Leadership and Public Administration from Northern Arizona University.
During his 41-year career with the Phoenix Fire Department, Decker served in a variety of roles, including Fire Paramedic and Battalion Chief, before retiring as Deputy Chief. Throughout his career, he received numerous awards and honours, including Paramedic of the Year in 1985.
Decker is also the creator of the Children’s ABLE Program, which teaches children under the age of 13 the fundamentals of lifesaving CPR. The programme’s message is simple: “I’m small, but I’m ABLE to perform Airway, Breathing and Lifesaving Efforts.”
A retired U.S. Air Force Reserve Senior Master Sergeant and former Air Evacuation Corpsman, Decker has continued his commitment to service throughout his career.
Today, Decker and his wife, Patrice, enjoy travelling and discovering new places. One thing Decker has noticed along the way is that firefighters share a unique culture around the world—friendly, supportive, and always willing to help others.

Phil Wurr
Executive Director
Phil Wurr, our Executive Director, is also a Phoenix Fire Captain and Paramedic, bringing extensive experience in emergency medicine, fire service, and wildland operations.
Phil holds USDA Forest Service fire-line certification and leads medical teams providing critical support on wildland fires. He has also served for many years as an Adjunct Faculty Member at Paradise Valley Community College, where he teaches Emergency Medicine.
Beyond his professional roles, Phil is a Volunteer Project Manager with Hope 4 Kids International and serves as Vice President of Sales at David Frank Design.
Phil’s diverse experience and commitment to education, leadership, and community service are reflected in the high standards and compassionate care that define Paramedics Unlimited.
Robyn Mowatt
Director of Client Services
As a Director at Paramedics Unlimited, Robyn oversees a wide range of key areas across the business, including medical standby sales, wildland support, risk, website management, HR, payroll and recruitment, as well as insurance and workers’ compensation.
A graduate of the University of British Columbia in Canada, Robyn brings a diverse international background to her role. Her previous experience includes working with the Red Cross in Geneva and in the UK Civil Service in London.
Her broad experience and people-focused approach play an important role in supporting the continued growth and success of Paramedics Unlimited.
Adam Garday
Director of Wildland
Adam Garday is a Fire Captain and Paramedic with the Phoenix Fire Department, bringing two decades of experience in the fire service and extensive experience in the wildland community.
Adam began his career in the fire service in 2007 and joined the wildland firefighting community in 2009. Before becoming a firefighter, he attended the University of New Mexico, where he studied Communications and Journalism while playing football.
Outside of his professional career, Adam enjoys spending time with his wife, Jordan, and their three sons.
